Because Arthur is the name that Tiffany gives to the Hiver when she talks to him. :)

"No, you are not an 'us'. You are an 'I'"
I, me, said the hiver. I. Who am I?
"Do you want a name? That helps."
Yes. A name . . .
"I've always liked Arthur as a name."
Arthur, said the hiver. I like Arthur too. And if I am, I can stop. What happens next?

i'm just rereading MASKERADE. could somebody confirm something for me?

page 15 (corgi paperback)

His chief printer entered, clutching a sheaf of proofs. 'We're going to have to get Mr Cripslock to engrave page 11 again,' he said mournfully.[...]
Was it Mr Cripslock in the first editions as well, or did Terry pull a retcon?
(Not that i'd think he did, but I haven't read Maskerade for ages and definitely i read it before i ever laid eyes on TT.)

No, it was definitely Mr Cripslock. I think this is one of those cases where Terry invented a character and then recycled it. Like The Amazing Maurice in Reaper Man. Dorfl is also mentioned in a previous book, Soul Music I think.

I know that there's a reference to democracy, where Vetinari asks how it's going in another city now that the citizens have voted to abolish taxes. I -think- it's about Ephebe though I'm not 100% sure, and I'll be buggered if I know which book it's from. Anyone here remember this bit?

Its in Unseen Academicals and refers to Pseudopolis. Its a form of representitive democracy

'Oh, but I am challenged very frequently,' said Lord Vetinari. 'It's just that they don't win. Incidentally, gentlemen, I did notice in today's paper that the new voters of Pseudopolis yesterday voted not to have to pay taxes. When you see the president again, please don't hesitate to tell him that I will be more than happy to advise him when he feels it is necessary. Cheer up, gentlemen. Neither of you has got exactly what you want, but both of you have got exactly what you deserve. If the leopard can change his shorts, a wizard can change his hat. And the leopard must change his shorts, gentlemen, or we are all doomed.'
Its directed to the former Dean

Thanks pip! And thanks for the welcome Dave. Making Money was my first guess as well, but I didn't find it there.
