I don't think you need a special program to write an ebook. At its simplest, you can create it in Word or whatever word processing program you use and convert it to a PDF. You could put the cover right into the PDF.

As for converting it to a "sellable" format, generally the sites that allow you to sell your ebook there as a vanity publishing project, such as Amazon and Barnes and Noble, take your file (Word, PDF, whatever) with artwork and convert it to the particular ebook format that site uses (i.e., Nook, Kindle, whatever). I'm thinking of doing a self-publishing gig for my own novel and that's what I plan to do for it.

For those that don't know, there's a sweet little bit of software available, free, which coverts your documents to PDF.

It puts itself in your printers list, and if you want to (for example) turn a Word document into a PDF, you click the print icon, switch the printer to dopdf, follow the instructions, and Bob's Yer Uncle!

Bloody marvellous it is.

If people are thinking of getting unofficial PDF kindle books rather than official store ones, don't -
the damn thing loses its pages when it updates, which it does AUTOMATICALLY, and you have to search for the words in the page. PDFs cannot 'synch to last page' for some reason also.
Footnotes don't appear on most PDF books for some reason.

So, yeah - the kindle is badly designed. Not user friendly as one mistake will make you return to the menu. Turn wifi off. But I'd exchange losing my page on a PDF (Mort, for example - cannot find the page I was on anymore) for the bad spellings and grammar errors of the official books as long as they had page synchs.
Thing is though, if you can't afford your books... like me... then go ahead.
