Welp, I've just watched a Doctor Who story that is certainly my favourite of the Peter Davison era, if not the entire classic series. This is Enlightenment by Barbara Clegg. One of the weirdest but best stories ever done, and certainly shows what can be achieved even on the limits of a classic series budget.
I realised you didn't make the trailer. I recognised the music because of the lines sung at the end "never say we die" - from the hanging scene at the beginnning of Pirates and is repeated later on.
